E-invoicing infrastructure

Invopop

Every new country meant another invoicing vendor

At Cabify, Sam Lown met a different e-invoicing regime in every Latin American market. In 2020 he started on the fix: an open invoice format, and one API that now covers 30+ countries.

The story

A vendor per country

Sam Lown spent seven years as CTO of Cabify, the Spanish ride-hailing company he helped start in 2011. In Spain, as his co-founder Juan Moliner tells it, billing was one of its edges over Uber: a company got a single invoice for its staff's rides each month. Latin America was different. Across much of the region e-invoicing was already law, and an invoice was only complete once it had passed through the tax authority. Each new country brought new rules and another local vendor to wire in. Lown looked for one provider that covered them all and found none. In mid-2020 he started building it. That October, in Invopop's first blog post, he used the PDF from a Cabify ride as his example: created digitally, then scanned or retyped by hand to get it into the books.

An open language for invoices

His first move was to separate the data from the paperwork. On September 2, 2020, a GitHub repository went up for GOBL, short for Go Business Language: a Go library that holds the tax rates and validation rules of each country it supports, so a developer can write an invoice as plain JSON. Invopop's platform turns that JSON into the format each country demands. A customer sends one GOBL document; Invopop signs it where needed and routes it to the right tax office or through the Peppol network. GOBL is open source under Apache 2.0, with more than 3,800 commits behind it.

Coffee, then San Francisco

Invopop raised €550,000 in pre-seed money in early 2021. In September 2022 Lown went looking for a business co-founder willing to move to Madrid. Juan Moliner, a consultant who had seen in Mexico how heavy e-invoicing could be, came across Invopop during two months at a venture fund, then saw the search on LinkedIn. They met for coffee and became partners that month. In January 2023 they joined a startup accelerator in San Francisco; Invopop was by then operating in Colombia, Spain and Portugal. In June 2024 Invopop won the South Summit Madrid startup competition.

Agents draft, GOBL checks

Invopop's AI work happens where developers build, and GOBL suits a coding agent well. The agent writes the invoice as plain JSON; GOBL works out the totals and rejects anything that breaks the country's rules, pointing to the fields at fault. Invopop's guide for agents lists the mistakes they make most often, each checked against the current GOBL release. In March 2026 the team began rewriting the Invopop CLI around agents, with JSON output and no interactive prompts. It landed in April with a Claude Code skill built in.

Weeks, not quarters

Then the deadlines arrived. Belgium made e-invoices between businesses mandatory in January 2026, with Peppol as the default channel. On September 1, 2026, every French company had to be able to receive them, and large and mid-sized ones to send them. Mews, the hospitality software company, says its development time per new market averaged 12 weeks before Invopop and five since; France, its largest and hardest market, went live in under five. Payhawk says its first country, Belgium, took about six weeks to build and each country since about two. The invoices it receives through Invopop now come in as structured data, ready for its own systems and for AI tools to process. In August 2024 Moliner was deliberately keeping the team small, at six; Invopop now lists 19 people on its team.

AI at Invopop

Invopop treats AI coding agents as users in their own right, alongside the developers who steer them. Agents get the same guardrails as people: GOBL's rules for each country it supports, and no more access than their user has.

  • Docs written for coding agents, with an llms.txt index, an AGENTS.md rules file and MCP servers for the Invopop and GOBL docs
  • GOBL as a local MCP server, so an agent can build and validate invoices and draft credit notes
  • A Claude Code skill in the Invopop CLI, signed in with short-lived tokens that never exceed the user’s own access
